About Frank Murphy
William Francis Murphy succeeded Frank Fitzgerald the 35th Governor of Michigan on January 1, 1937, serving for two years. He was also the 1st High Commissioner to the Philippines and served as mayor of Detroit from 1930 1933. A lawyer, Murphy also served on the bench of the highest court in the United States – the U.S. Supreme Court.

Career
From 1939 to 1940, following an appointment by President Franklin D. Roosevelt, he led the United States Department of Justice as the 56th United States Attorney General. During his tenure he formed a Civil Liberties Unit in the Criminal Division of the United States Department of Justice to enforce accountability for the Bills of Rights and civil rights statutes.
He also served as the Associate Justice of the Supreme Court of the United States from February 5, 1940 to July 19,1949. During this time, he wrote “Securities and Exchange Commission v. W.J. Howey Co”. He worked in the Army Reserve during World War II and was also the executive officer to the Chief of Staff of the United States Army, George C. Marshall.
Honors
In 1939, he received an honorary doctorate of law from the University of Michigan.
