About Joaquín Balaguer
The Dominican icon was one of the most influential and long-lasting politicians of his country in the 20th century. Though he was known to be ruthless, he led the country’s journey from dictatorship to democracy.

Born in the first decade of the 20th century in Villa Bisonó, Dominican Republic, he obtained a law degree from the University of Santo Domingo and later a doctorate from the University of Paris.
Early Career
Beginning around 1930, he worked in different positions in the Dominican government under the RafaelTrujillo regime. He rose through the ranks to serve as Secretary of the Dominican Legation in Madrid from 1932 to 1935 and in later years, became the Secretary of State of Foreign Relations.
Presidency
In 1957, he served as Vice President under Héctor Trujillo’s regime. Upon Trujillo’s resignation in 1960, he became president of the Dominican Republic. During his first term, he severely punished his political opponents and employed the services of the military in his governance. After his defeat in the 1978 presidential elections, he won again on the ticket of the Partido Reformista Social Cristiano (PRSC.) His second full term (i.e. from 1986 to 1996) was more democratic, though marked by instances of authoritarianism.
