Attorney Richard Parks Bland, a Democrat who held positions as a US representative, politician, and educator, was credited with passing the Bland-Allison legislation in 1878.
Early Years
He is an alumnus of Hartford Academy. After graduating from law school, he opened a practice in Utah Territory.
Career
At the height of the Comstock Lode mining boom, he served as Carson County's treasurer from 1860 -1864 in his first elected position. After moving back to Missouri in 1865, he started a legal firm in Rolla with his brother Charles. He was elected to the House of Representatives in 1872 and became a prominent supporter of the free silver movement. He favored the use of both gold and silver, or "bimetallism." He became a supporter of farmers and western miners during his 25-year fight for a bimetallic standard.
He sponsored the Bland-Allison Act in 1878 alongside Iowa Republican William Allison. The bill's writers aimed to put an end to the 1873 Panic-induced five-year downturn. He was re-elected to the House ten times and died while in office in 1899.
